Not sure about what a particular Quote Status means, or how to change it? CounterGo Quotes have three Statuses; Draft, Active, and Expired.
Draft: a Quote that has been created but no Drawing or Other Counter has been added and/or Saved.
Active: a Quote that is not a Draft or Expired. An Active Quote can change Status to Expired if it is older than the Default Quote Expiration, it can not turn back into a Draft.
Expired: A Quote that is older than the Default Quote Expiration. Expired Quotes can be updated and made Active again.
